Araghchi: Trump’s anti-Iran threats constitute breach of int’l law, UN Charter
Moscow cautions Israeli ‘hotheads’ against escalation
In a letter addressed to his counterparts around the world, Araghchi pointed to remarks made by US President Donald Trump on December 29, 2025, stressing that threats of the use of force against Iran constitute a clear breach of the UN Charter, which strictly prohibits any threat or use of force against the territorial integrity and national sovereignty of states.
Recalling the joint military attack by the United States and the Israeli regime against Iran in June 2025, the top Iranian diplomat underlined that the recent threats reflect the clear ill will by the US in continuing an illegal and aggressive process, the consequences and outcomes of which “will rest squarely with the US.”
The Islamic Republic “will not hesitate to respond in a decisive and regret-inducing manner to any act of aggression,” Araghchi stated.
The foreign minister stressed that Trump’s official admission of the US direct role in the June 2025 attacks against Iranian citizens, critical infrastructure, and peaceful nuclear facilities in Iran was a clear example of a gross violation of international law and requires the individual criminal responsibility of the relevant American officials.
Warning against the dangerous consequences of silence in the face of such threats and unlawful acts, Araghchi stressed that fostering a climate of impunity has emboldened the US and the Israeli regime to persist in their aggressive behavior, posing a direct threat to global peace and security.
On June 13, Israel launched an unprovoked war against Iran, assassinating many high-ranking military commanders, nuclear scientists, and civilians.
More than a week later, the United States also entered the war by bombing three Iranian nuclear sites in a grave violation of the United Nations Charter, international law, and the Nuclear Non-Proliferation Treaty (NPT).
On June 24, Iran, through its successful retaliatory operations against both the Israeli regime and the US, managed to impose a halt to the illegal assault.
Envoy slams Trump’s ‘grave and explicit’ military threats
In a letter addressed to UN Secretary-General António Guterres and President of the Security Council Samuel Zbogar on Tuesday, Iran’s Ambassador and Permanent Representative Amir Saeid Iravani said Trump’s remarks amount to “grave and explicit threats of the use of force by the president of the United States of America against the Islamic Republic of Iran” and constitute a clear breach of international law.
Iravani called upon the UN Security Council to “unequivocally and strongly condemn the explicit threat of the use of force against Iran by the United States as a serious violation of the UN Charter.”
He stated that these “provocative and escalatory statements threatening the use of force, directed against the Islamic Republic of Iran, constitute a manifest and flagrant violation of the Charter of the United Nations, in particular Article 2(4), which unequivocally prohibits both the use and the threat of force against the territorial integrity or political independence of any State.”
The letter emphasized that the seriousness of the threats must be assessed in light of “the unwarranted and unlawful aggression jointly carried out by the United States and the Israeli regime” against Iran between 13 and 24 June 2025.
“These statements do not constitute mere rhetoric,” the letter stated, “but a renewed and explicit threat to continue an unlawful course of conduct based on an intent that would entail international responsibility for the United States.”
Iravani reaffirmed Iran’s “inherent and inalienable right to self-defense,” adding that the country would exercise this right “decisively and proportionately” should its sovereignty, territorial integrity, people, or vital national interests be subjected to further acts of aggression.
Russia warns Israeli ‘hotheads’ to refrain from escalation
Russian Foreign Ministry spokesperson expressed serious concern over statements made during Israeli Prime Minister Benjamin Netanyahu’s visit to the United States regarding potential new military strikes against Iran.
Calling on Israeli “hotheads” to refrain from escalating tensions with Iran, Maria Zakharova said in a statement on Tuesday that the ideological anti-Iranian undertone of such statements is nothing new; moreover, the international community has repeatedly rejected such approaches.
Zakharova emphasized that such positions contravene international law and the UN Charter and could expose the West Asia region to potentially dangerous humanitarian and radiological consequences.
“We call on hotheads to recognize the full perniciousness of their destructive course, to refrain from escalating tensions around Iran and its nuclear program, and not to repeat the fatal mistakes they made in June 2025, which led to the serious undermining of the IAEA’s verification activities in Iran,” Zakharova said, referring to the International Atomic Energy Agency (IAEA).
Zakharova stressed that the correct path remains continued diplomacy and dialogue to achieve sustainable, long-term solutions regarding Iran’s peaceful nuclear program within the framework of international law and legitimate Iranian interests.
