Significance of FATF recognition amid continuing challenges

By Fatemeh Mahjourian
International banking expert

The Financial Action Task Force’s (FATF) statement of 30 October 2026 on Iran deserves a careful reading. Although the document preserves Iran’s high-risk designation, its wording suggests that progress is being made. Its references to renewed engagement, efforts made to address various action-plan items, and a specific technical development provide grounds for measured optimism. In international regulatory relationships, such recognition can be an important starting point.
The opening sentence matters. FATF expressly “acknowledges Iran’s re-engagement” and urges Iran to make “more progress” in addressing anti-money-laundering and counter-terrorist-financing deficiencies. The second paragraph strengthens that constructive interpretation. FATF reports that, in September 2026, Iran provided an update on its “efforts” to address “various items” of the action plan. Neither expression is insignificant. “Efforts” recognizes an active process of engagement, even if the organization remains dissatisfied with its results. “Various items” is especially relevant: it situates Iran’s submissions within a broader range of concerns, rather than portraying discussions as restricted to one convention or one isolated technical question.
Most concretely, FATF recognizes that Iran has developed a framework to receive international asset-freezing requests. It characterizes the resulting technical-compliance progress as “limited”. Even so, the development merits attention. It can support future implementation and assessment.
