The first round of indirect talks between Iran and the US got underway in Muscat, Oman, on Saturday, and was described as “constructive and positive.” Yet to properly size up any negotiation, four factors should be weighed: the subject, the venue, the format, and the negotiating team. As the Leader himself has emphasized, the decision to enter negotiations was made by the Establishment, and that the talks must be strictly confined to the nuclear issue.
