According to Iranian Foreign Ministry spokesman Esmaeil Baqaei, the joint accord is essentially an updated version of an agreement that Tehran established with Moscow in the late 1990s. This agreement has formed the basis for mutual relations and principles of cooperation between Tehran and Moscow since 2002 and remains binding on both parties. Therefore, it was necessary to draft a new agreement with greater detail and specificity, considering the developments and the expansion of bilateral relations.
The spokesman indicated that the new document had received approval from both countries since early summer 2024, and the parties were awaiting the right moment for its signing.
